Please keep in mind that this is a not a totally polished extension at the moment- Chrome's APIs for extensions are still maturing too. If you need the better performance and functionality the Firefox version will be better for you for in most cases. For Firefox
Version 2.1 (for all OS'es) is now available. Like the Chrome version it uses a remote server to parse text and add formatted furigana, instead of bundling a large dictionary and Meacb component lib. It includes the English, Italiano, Français, Deutsch, polski, Português, عربي, 日本語, 한국어, 中文 (简体), 正體中文 (繁體), Español and Bahasa Indonesia locales.

I found an excellent Flash Card program that you can download to practice reading Chinese characters. It shows the character, optionally you can display the Pinyin and English translation. Click a button and you can hear the pronunciation. Check a box, and you can see an animation on how to write it (stroke order). It even has a section for you to type notes.
It can also generate random sentences for you to practice. For example, it may show: 学生 是?吗中国你 and it gives you a hint: 'are you a Chinese student?' Then you need to arrange it into something like: 你是中国学生吗?
