The first sign is a speed limitation. We can ("must" is a little bit less apropriate) drive a car with the maximum speed of which is shown on the sign.
The traffic lights (always plural) show us when we must, stop, drive, and when we should be ready to drive.
The last sign tells us to watch out for the people.
