Money raising and expending is a matter of the Ministry of Finance. Curing people is managed by the Ministry of Health. Justice is administered by the judges under the political supervision of the Ministry of Justice.

Yes, according to our Constitution judiciary is independent from the Ministry of Justice and from the Government. In recent times, there is a strond debate fed by Berlusconi, our former Prime Minister, about the supposed non-independence of the judges, due to the well-know suits he is directly involved in. He is continuously claiming that judges are "communists", pursuing him because of his different political opinions: to my opinion, it is not so. Of course, they have their political ideas like every person, but I would rather say that judges are effectively independent. Berlusconi, being also an entrepreneur, is using his media and TV networks to convince people of his innocence. When he was at power, most of his efforts were made to push the Italian Parliament, where he still has the majority of deputies, to approve "ad personam" laws, that is to say, to shorten times for prescription, decriminalize budget crimes, and so on. |

Since one or two decades, in Italya the Ministry of Finance is actually the Ministry of Economics (including Finance, Treasury, and Budget), so all economic aspects are dealt by this Department. I am not communist as well - although moderately leftist - and see that Berlusconi's attitude to protect his own interests has brought my country close to bankruptcy. I think we need to recover soon after the non-government action of the recent years. P.S.: I love Visconti's "Morte a Venezia" and all Ozpetek's movies (the Turkish director living in Rome), often dealing with the theme of homosexuality (Le fate ignoranti, Saturno contro, La finestra di fronte, Mine vaganti, ...). http://www.youtube.com/watch?v=6u2aXT-C7eI just to give you an idea http://it.wikipedia.org/wiki/Ferzan_%C3%96zpetek
