I live in the outskirts of Warsaw. My city is the capital of Poland. There're a lot bars, museums, cinemas, restaurants and many other palce. The transport is very well. There're underground, train, tram, bus (public and private). But the bigger problem like in all Poland, are holes in the streets.

Excellent!

I live in the outskirts of Warsaw. My city is the capital of Poland.

There're a lot of bars, museums, cinemas, restaurants and many other places.

The public transport system is well-organized. There're underground, train, tram, bus (public and private). But  the biggest problem like is all Poland are are holes (pot holes)  in the streets.

big - bigger-the biggest (you need the last one because you want to say that this problem is the most important).

the biggest problem are/is holes in the streets. You can read about it here: http://forum.wordreference.com/showthread.php?t=803430&langid=18

P.S. Here, in Russia, we have the same problem))).
