At first you can see a picture which corresponds to the the Ministry of Justice because there is a pair of balances and a sledge from the bench.
Than is a picture wit the metro, this symboled the Ministry of Public Works.
The last picture, there is a labour at his work, this symboled the Ministry of Labour.

The first picture  corresponds to the the Ministry of Justice because there are a pair of balances and a hammer. In the second  picture we see  the metro train, that correspondents to  the Ministry of Public Works. In the last picture, there is a construction worker at his work, that corresponds to  the Ministry of Labour.
