At first you can see a picture which corresponds to the the Ministry of Justice because there is a pair of balances and a sledge from the bench.
Than is a picture wit the metro, this symboled the Ministry of Public Works.
The last picture, there is a labour at his work, this symboled the Ministry of Labour.
There is a mistake:
THEN is a picture.....
;))

At first you can see a picture which corresponds to the the Ministry of Justice because there is a set of scales and a gavel from the judge's bench. Then there is a picture of the metro, this symbolises the Ministry of Transport. In the last picture, there is a labourer at his work, this symbolises the Ministry of Labour. There is a mistake: THEN there is a picture..... ;))

Good Dani, you need to slow down and look over your sentence structure. Why didn't you just correct the word then rather than telling us it was wrong????????

We use the term scales because they represent The Scales of Justice.

The gavel is a small mallet used by judges and auctioneers it is a specific word we use in this instance.

You are doing great keep up the hard work
