It's a quarter past eight. It is Thursday, the twenty-second of November.
When speaking of quarter hours, I prefer to say "It's a quarter" as buddylo27 has indicated in his correction. However, if I remember correctly, the lesson material simply says "It's quarter". So, I would have to say that either would be correct. Maybe it's one of the many differences between American and British English.
