We don't say "a piece of sugar". You could say "with some sugar" , "with one sugar" (one teaspoon full of sugar) or even "with a cube of sugar" (http://thumbs.dreamstime.com/z/sugar-cube-16420956.jpg).
Normally, we would just say "with sugar" and the waiter would bring a sugar bowl (or in less expensive restaurants, sachets of sugar : http://www.icecreamireland.com/images/Photos/sugarsachet.jpg).
