See is an inactive word. When your eyes are open, you do it without thinking. It doesn't necessarily mean that we are paying attention.
I see a car near the store.
Look at is an active word. You must want to do it, but it is for a short time. Look is followed by a preposition when there is an object. When there is no object, there is no preposition.
Look at this dress.
Watch is also an active word. You must want to do it but it is for a longer period of time. We usually use watch to talk about looking at events that change or develop.
Let's watch television.
